Annexure- I
Approval of Shaft Loader equipment designated as SL6 hydraulic power operated with associated FLP and intrinsically safe electrical equipment used for mucking operations in sinking shaft at Gare Palma IV/8 Mine of M/s Ambuja Cements Limited with the following conditions:
1. The manufacturer of the shaft loader system shall be fully responsible for the quality of its components, its conformity with the design/drawings submitted in this Directorate. The material used in the manufacture shall generally be based on sound engineering practice and all the parts of the shaft loader shall be free from any cracks/defects of discontinuation.
2. The installation, operation and maintenance of the above equipment shall be carried out under the direct supervision of the manufacturer and in accordance with the relevant provisions of the Mines Act, 1952, Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010.
3. The efficient brakes shall be provided in all winches used for suspending the loader which is capable of holding the twice the static load in the system.
4. An efficient locking arrangement shall be provided in the winches while not operated.
5. All the winches shall be synchronized and can be operated simultaneously to prevent any slackness of rope. A slack rope protection device to all winches shall be provided.
6. The persons shall not be allowed at the bottom of shaft at the time of loading operation.
7. The signal man shall be adequately protected from the debris falling from bucket while hosting.
8. Before the loading operation commences, it shall be ensured that loader stabilizer equipment is properly placed in position in the shaft so that the load on the winches ropes is minimized. An interlocking between the loading mechanism and stabilizer shall be provided so that loading operation cannot be commenced until the stabilizer is properly engaged to its position to the shaft. The whole operation shall be under in charge of a competent person who always present at the time of operation.
9. The factor of safety of all suspended rope(s) shall not be less than 10 during installation and also during course of operation. The rope shall either confirm to IS 1855-2003/IS 3626-2001 (or its revised standard).
10. The life of the rope shall be fixed by the manager in consultation with engineer of the mine and shall also satisfy norms of discarding factors of the rope as per DG's Circular as mentioned below:
i) When reduction in diameter of rope is 10% of the original diameter.
ii) 10% reduction in diameter of rope is effected by corrosion of medium degree and extended to most of the portion.
iii) 10% reduction in diameter of rope anywhere along with length.
11. The cappel used for fixing the suspended rope shall be treated as part of suspension gear of winding system and cappel shall comply to the general order no. DGMS/Mech/ Tech. Circular (Approval)/01 dated 13.02.2015 issued by this Directorate.
12. All fire resistant high pressure hydraulic hoses shall comply fires/Mech/Technical Cir. (Approval)/ 04 dated 13.02.2015 hydraulic fluids shall comply to the general order to the DGMS/Mech/Technical (Approval)/02 dated 13.02.2015 respectively issued by this Directorate.
13. The electrical cables shall comply with the parameters and guidelines prescribed in the general order No. DGMS/Tech. Circular (Electrical) Approval/12 dates 25.05.2015 and amendment of general order No. DGMS/Tech. Circular (Electrical) Approval/1 dated 19.02.2016 issued by this Directorate.
14. All associated electrical items installed below ground shall adhere to Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 and shall be FLP/Intrinsically safe, duly approved by this Directorate (*All the Electrical components associated in the system will be as per Annexure-II).
15. The cable entry devices, threaded adaptors and stopping plugs shall be suitable for the equipment and be consider as a part of equipment (not a component). The cable entry devices and cabling methods used in service shall be suitable for their intended duty and special type of cable used in mining. Such cable entry devices shall be duly certified as per relevant IS/IEC standards.
16. Non Destructive Test report of vital parts of shaft loader conducted at any govt. approved laboratory or a test house accredited by NABL/ASNT/ISNT at every six months and performance report of the equipment shall be kept available in the mine office.
17. Any modification on the equipment shall not be carried out without prior approval of this Directorate.
18. An officer of the DGMS may at any time draw a sample of components either from the factory or from the user and get it tested at the cost of the manufacturer. If the test report(s) is/are not satisfactory, this approval shall be deemed to be suspended.
19. The Pit bottom of the shaft shall be equipped with camera to have a clear view to the winch operator, about the condition of the pit bottom.
20. General conditions:
20.1. Adequate number of competent persons including fitter, electrician, operator, and supervisors (Electrical, Mechanical & Mining) etc. shall be appointed.
20.2. An engineer shall be authorized to hold charge of Shaft Loader with allied equipments/installations and to be responsible for its installation, maintenance and safe working.
20.3. Regular inspections of the system i.e., shift wise, daily, weekly, monthly, half yearly etc. shall be carried out by a competent person appointed by the manager of the mine and results are to be recorded in bound paged book.
20.4 The performance shall be closely observed by your Service Engineer and record such observations and the same shall be kept available at Mine office along with test certificates of rope and vital components. A copy of such observation report shall be submitted to this Directorate in the enclosed Proforma in Annexure III at least once in three (3) months.
21. Please note that above approval is also subject to the following additional conditions:
(a) If any time, any one of the conditions subject to which this approval has been granted is violated or not complied with, this approval shall be deemed to have been revoked with immediate effect.
(b) This approval is being issued without prejudice to any other provision of law that may be or become applicable.
(c) The approval is accorded for Shaft Loader SL6 of M/s DCS Limited for mucking operations for Shaft sinking at Gare Palma IV/8 Mine of M/s Ambuja Cements Limited only.
