EM-SBL/08), a P5 type of explosive, Manufactured by M/s Special Blast Limited, Raipur for use in belowground Coal Mines/seams of Second Degree Gassiness. Sir, Please refer to your online application vide ID-41037 dated 01.12.2021 on above subject. In view of satisfactory field trial conducted in belowground coal mines/seams of second degree gassiness as per field trial approval granted vide this Directorate’s letter No. MSE-29022/30646/2020/MSE(HQ) dated 28.01.2021 (Approval No. FT_M_4) and test carried out at CSIR-CENTRAL INSTITUTE OF MINING & FUEL RESEARCH, Dhanbad as per their Project Report No. CNP/4019/2014-15 dated 11.12.2014, I, in exercise of powers conferred on me under Regulations 208 of the Coal Mines Regulations, 2017, hereby approve Shakti Coal E5 (Code no. EM-SBL/08), a P5 type of explosive manufactured by M/s Special Blast Limited, Raipur for use in belowground Coal Mines/seam of Second Degree gassiness for a period of five years from the date of issue of this letter, subject to the following conditions being strictly complied with; 1. (a) The composition and characteristics of the explosive shall at all times, conform to those of the sample officially tested at CIMFR, Dhanbad vide their Project Report No. CNP/4019/2014-15 dated 11.12.2014. In order to ensure this, strict control shall be exercised on the quality of manufacture and such periodic inspections and tests including repeat incendivity tests shall be carried out and such records shall be maintained as may be necessary. (b) An officer of this Directorate, if felt necessary, may at any time draw samples of explosives either form the user(s) and get them tested at the cost of the manufacturer. If the test reports are not found satisfactory, this approval shall be deemed to be suspended. (c) Each batch of explosive shall be analysed for their ingredient at the manufacturer’s premises and record thereof shall be maintained. (d) The user shall be advised regarding shelf life and proper storage of the explosive and the explosive shall be used within the shelf life which shall not be less than 6 (six) months. 2. (a) Each cartridge shall be marked with the words “not more than 565 grams in any shot-hole’’ for use in second degree gassy coal mine. (b) An explosive composition code slip giving the particulars of approval and salient condition of its use shall be put inside each carton of explosive. (c) On the reverse of the said slip, batch no. and date of manufacture shall be stamped. (d) The user shall be advised regarding shelf life and proper storage of the explosive. (e) The explosive of the same batch shall be tested for air gap sensitivity at an interval of 2, 4 and 6 month at CMRI/CIMFR, Dhanbad and the report shall be submitted to this Directorate. 3. (a) While making supplies of the above explosive to a mine, the attention of the concerned mine management shall be drawn, to this Directorate Circular No 14(26)79-Gen/4081-4355 dated 09th Sept., 2003 for keeping a close watch on the performance of the new explosive and sending report to this Directorate. (b) A list of mines and their addresses, where the above explosive is being supplied shall be furnished to this Directorate for obtaining performance report. (c) Performance Reports at the time of renewal in appropriate Performa shall be submitted to this Directorate. 4. You will get the product tested from any Govt. approved laboratory whenever standard of testing changes and the approval gets revalidated form this Directorate under the new/revised testing standard(s). 5. All precautions stipulated in the Coal Mines Regulations, 2017 with respect to transport, storage, handling, charging, use and firing of permitted explosive in below ground workings of coal mines shall be strictly complied with. 6. Please note that the above approval is also subject to the following additional conditions. (a) If at any time, any one of the conditions subject to which this approval has been granted is not complied with, the approval shall be deemed to have been revoked with immediate effect. (b) This approval may be amended or withdrawn at any time if considered necessary in the interest of safety. (c) This is being issued without prejudice to any other provisions of law that may be or become applicable at any time. (7) Subject to the above conditions, this permission shall remain valid so long as the said explosive is of the type authorized and duly classified by the Chief Controller of explosive.
