Subject: Approval of NOVACOAL-5(Code NFCL/A-9), P-5 type of explosive composition for use in gassy coal mines of first degree gassiness, manufactured by M/s NAVBHARATH Fuse Company Ltd.- Secunderabad, Telangana - Renewal Thereof.

Please refer to your online application vide ref id no. 62045 dated 31.08.2024, this Directorate’s clarification letter No: MSE-29022/62045/2024/MSE(HQ) dated 25.10.2024, and your online reply submitted vide Ref No. NBF Co Ltd/DGMS/2024-25/02 dated 04.11.2024 on the above subject.
The subject matter has been examined in light of your application along with the documents submitted. I, in exercise of powers conferred on me under Regulation 208(3) of the Coal Mines Regulations 2017, hereby renew the approval granted vide this Directorate’s letter No. 14(5)94- Genl/2423 dated 23.09.2004 for a further period of five years, i.e. upto 10.11.2029 for only use in mines of first degree gassiness, subject to the strict compliance of the following additional conditions.
- The factory inspection may be made by an Officer of this Directorate, if felt necessary, any time to assess/reassess the capability of the manufacturer in respect of quality control, testing and other facilities.
- The above referance product can not be used in the mines of Second degree gassiness.
- The product shall be tested from any Govt. approved laboratory, whenever standard of testing changes and the approval gets revalidated from this Directorate under the new /revised testing standards.
- All precaution in accordance with the relevant provisions of the Coal Mines Regulations, 2017 applicable for transport, storage, handling, charging, use and firing of the explosive in underground coal mines shall be observed.
