Subject: “Provisional Approval” of Electronic Exploder namely Indira e-Exploder (Model – RPDE/SYS/PRR) under Regulation 200 & 208(3) of the Coal Mines Regulations, 2017 for use in underground coal mines of first degree and second degree of gassiness to use with approved type permitted electronic detonator namely Indira Electronic Detonators, factory set (0 to 6) delay only, manufactured by M/s Regenesis Industries Private Limited, Secunderabad.

Please refer to your online application ID No. 62605, dated 29/10/2025, on the above subject.
The matter has been considered in the light of what has been stated in your application under reference, along with the test report from CSIR-CIMFR, Karandikar Laboratories, Sameer-Centre for Electromagnetic and test conducted in the presence of the PESO in the manufacturing facilities and in exercise of the power conferred on the Chief Inspector of Mines also designated as Director General of Mines Safety, I, hereby grant the “Provisional Approval” for use of Electronic Exploder namely Indira e-Exploder (Model – RPDE/SYS/PRR) under Regulations 200 & 208(3) of the Coal Mines Regulations, 2017, manufactured by M/s Regenesis Industries Private Limited, Secunderabad , for the purpose of use in underground coal mines of first degree and second degree of gassiness, subject to the strict compliance of the following conditions:,
A. The conditions for the use of Electronic Exploder shall be as follows:
1. (a) The Electronic Exploder shall be identical in construction and shall conform to the specifications, builds, design and subjected to performance & safety tests conducted at Central Institute of Mining & Fuel Research, Dhanbad and found safe as per the Project Report No. TSP/0372/2025-26; August 2025 of Central Institute of Mining & Fuel Research, Dhanbad.
(b) No changes in design, construction, or materials shall be made without obtaining written approval from this Directorate.
2. The Electronic exploder shall carry:
- DGMS Approval No. SA - 10/2025 has been accorded to above reference product. The approval number shall be marked clearly, legibly and indelibly on every Electronic Exploder/apparatus supplied to mines.
- The name or Trade mark of the applicant.
- Any essential instruction for use.
- Magnitude of testing and short circuit current.
- Magnitude of rated voltage.
3. The users shall be trained in use of this type of Exploder and regular maintenance of the Electronic Exploder shall be carried out by the Service Engineer trained and appointed by the manufacturer. It shall be ensured that:
- The Inbuilt battery must be charged in every occasion in the safe area only.
- The battery shall not be opened in the hazardous area.
- A copy of the instruction manual dealing with the methods of operation, care, maintenance and limitations of use shall be handed over to the user.
- The user shall be supplied with the extract of the conditions and special conditions, if any, recommended in the test report with regard to the safety in installation, operation and maintenance of the equipment.
4. The blast shall be done under the guidance of technical expert of the manufacturer.
5. The Electronic Exploder shall be kept in a suitable box/case with caring straps, lock & key/password protected, while use in mine.
6. Electronic Exploder shall be operated by a removable key followed by an authentication password for activation and other password for affirming fire command and the authorised Shotfirer shall retain the key/password in his possession throughout his shift.
7. Batch Testing of e-Exploder: subjected to batch testing prior to use in mines. Such testing shall cover peak open circuit voltage, residual charge (which must be zero), and duration of current impulse (not exceeding four milliseconds after the firing command). Random samples, equivalent to 1% of the consignment or minimum one unit (whichever is higher), and tested only at Government-approved / NABL-accredited laboratories. (as per the DGMS e-Exploder guidelines or any modified/revised standards whichever is applicable).
B. The general conditions for use of Permitted Electronic Detonator and Electronic Exploder (Electronic Blasting System) shall be as followed:
1. In electronic blasting system, the initiation of permitted electronic detonator shall be done by using Electronic Exploder of same manufacturer and compatible with each other. In no case, initiation of permitted electronic detonators shall be done by the Electronic Exploder of another manufacturer.
2.(a) The Blasting/Short firing shall be conducted under the supervision of an Assistant Manager having at least Second-Class Manager’s Certificate of Competency (UR) under the Coal Mines Regulations, 2017.
3. (a) Before using the electronic detonators, each detonator shall be subjected to the test for proper functioning using approved Electronic Exploder of same manufacturer.
(b) All the conditions of the Solid Blasting permission of the concerned mine shall be complied with during the blasting operation.
4. The Standard operating procedure (SOP) shall be prepared by user for the handling & use of permitted electronic detonator & Electronic Exploder and the same shall be implemented during handling & use of the permitted electronic detonator & Electronic Exploder in the mine.
5. Any accident, incident, injuries including loss of lives or properties caused due to defects or malfunctioning of this product shall be adequately indemnified by the manufacturer in agreement with the user (s).
6. Persons engaged in use of the permitted electronic detonator & Electronic Exploder shall be suitably trained and duly authorized by the manager of the mine.
7. An officer of this Directorate may at any time draw samples of Permitted Electronic Detonator or Electronic Exploder or both, either from the factory or from the user and get them tested at the cost of the manufacturer. If the test reports are not found satisfactory, this approval shall be deemed to be withdrawn.
8. All precautions in accordance with the relevant provisions of the Coal Mines Regulations, 2017 applicable for transport, storage, handling, charging, use and firing of the explosives in underground coal mines shall be observed.
9. Any modification/alteration to the equipment that might be considered necessary at a later date in the interest of safety for efficient handling, operation, maintenance and reliability of the equipment shall be carried out upon being so directed.
10. Please note that the above approval is also subject to the following additional conditions:
a) If at any time, any of the conditions subject to which this approval has been granted is not complied with, the approval shall be deemed to have been revoked with immediate effect.
b) This approval may be amended or withdrawn, at any time if considered necessary in the interest of safety.
c) This is being issued without prejudice to any other provision of law that may be or become applicable at any time.
11. This provisional approval shall remain valid for the period of 06 month from the date of issue of this letter, during which at least 3 months field trial in underground coal mines as per the conditions issued vide Field Trial Approval letter. no. MSE- 29022/62423/2025/MSE(HQ) dated 25/07/2025 (Degree - I & II) shall be completed.
12. The manufacturer after successfully completing the field trial for at least three months in underground mines shall submit a fresh application for regular approval along with the performance report in the prescribed format, at least three months prior to the expiry of this approval.
