Subject: Approval under Regulation 208(3) of the Coal Mines Regulations, 2017 for Flameproof and Intrinsically safe electrical apparatus as listed in the appended Annexure-B associated with Continuous Miner, Model: EML 340-33/55 manufactured by M/s. Shanxi Tiandi Coal Mining Machinery Co. Ltd., China for use in belowground Coal Mines in India- Renewal approval thereof.

Please refer to your online application no. E-29021/62389/2025/Electrical (HQ) dated 05/06/2025 on the above subject and other documents submitted therewith in this regard.

I, in exercise of powers conferred upon Chief Inspector of Mines (also designated as Director General of Mines Safety) under Regulation 208(3) of the Coal Mines Regulations, 2017, hereby renew the approval (DGMS Approval No. 811 of 2023)  granted for renewal approval vide this Directorate's letter No. vide letter no. : E-29021|61577|2023|Electrical(HQ) Dhanbad, Date: 16/08/2023    for a further period of two years, i.e. up to 08/08/2027 for use in belowground Coal Mines in India subject to submission of following documents within three months :-

1. Test report with testing standard IEC 60079-11:2023 for intrinsically safe associated electrical apparatus.
2. Document/Certificates shall be made available in the office of the user mine.

1. Operation, Service/Maintenance and Spare Parts Manual/Catalogue.
2.  Details in respect of Structure, Mechanical strength and safety showing locking provision under various positions during Maintenance & repair works.
3.  Stability test report of equipment and Non-destructive testing of all the load carrying members of the equipment, conforming to any internationally accepted standards, from any Govt. approved test house or NABL accredited laboratory (as the equipment is more than 5 years old.).
4.  General Arrangement Drawing showing the installation of various safety features.
5.  Hydraulic circuit and/ Or Pneumatic circuit with its working principle showing LCV, Safety Valves, NRV’s, Control Valves, Quick release valves/Couplings etc.
6. Test certificates of Fire resistant high pressure hydraulic hoses conforming to DGMS general order No. DGMS/Mech/Tech.Cir.(Approval) No.04 Date 13.02.2015.
7. Test certificates of Fire resistant hydraulic fluids conforming to DGMS general order No. DGMS/Mech/Tech.Cir.(Approval) No.02 Date 13.02.2015.
8. Noise survey conforming to the DGMS circulars No. 18 of 1975 and 5 of 1990 or its revised version.
9. Methane Monitoring System/Device Details.
10. Dust suppression system details.
11. Traction system brake details and SAHR fail safe brake design details confirming to any internationally accepted standard, Load calculations/Towing Details (provision of Break release and Pulling Rams details).
12. Provision of Traction operation Interlock with crusher hammer operation.
13.  Fire suppression system details with type, quantity provided with location on the machine (Marked on General Arrangement Diagram).
14. SOP’s with respect to Major Repairs.
15. In case of operation with operator being on the machine.

a. Canopy provided over the operator cabin/Seat shall comply with Falling Object Protective Structures(FOP) as per IS/ISO 3449:2005.

b. Operator Visibility and Blind Zone diagrams as per ISO 5006:2017 or its revised version

c. Human body exposure to Mechanical Vibration and shock as per IS 14910 : 2001 (or latest revised version) or conforming to any internationally accepted standard.

   Please note that application for renewal should be made at least three (03) months before the date of expiry of the approval.
