Subject: Permissible variation of DGMS approval no. 29022/62/2017/MSE(HQ)/P-16 dated 18.09.2018 (Approval No. SA-2/2018) for Intrinsically safe rechargeable cap lamp with in-built rechargeable Li-ion Battery, Type No. IS-RH-LED-05, manufactured by M/s Flameproof equipments Pvt. Ltd, Mumbai (Approval No. SA-2/2018), for use in underground coal mines.
Dear Sir,
Please refer to your online application no. 62464, dated 24/07/2025 and test report enclosed therewith on the above-mentioned subject.
The matter has since been examined. On the basis of test and assessment report no. IN/CIMFR/TR25/R/280 dated 28/06/2025,type examination certificate no. CMF 25 INEx 0107 issue no. 0 dated 26/05/2025 and drawing no. FEPL/IS/LED/05 Rev-2 dated 21/02/2025, issued by M/s Central Institute of Mining & Fuel Research, Dhanbad and Test report certificate no. NTH(WR)/EL(A)/25/4059_1,dated 27/06/2025 issued by National Test House(WR),Mumbai, I, in exercise of the powers conferred on me under Regulation 208(3) of the Coal Mines Regulations, 2017, hereby grant permissible variation of Intrinsically safe rechargeable cap lamp with in-built rechargeable Li-ion Battery , Type No. IS-RH-LED-05, manufactured by M/s Flameproof Equipments Pvt. Ltd, Mumbai for use in underground coal mines subject to the following conditions.
- All the conditions of the approval granted vide this Directorate letter No. 29022/62/2017/MSE(HQ)/P-16 dated 18.09.2018 shall remain unchanged except the validity of the approval.
- The permissible variation under this approval shall be 5050 lux immediately after the battery is fully charged, 4400 lux after 8 hours of continuous operation, and 4000 lux after 12 hours of continuous operation, as recorded in the above-mentioned test report and drawing. This is in reference to the values from the previous original approval, which specified 3793 lux immediately after switching on with a fully charged battery, 3773 lux after 8 hours of continuous operation, and 3476 lux after 16 hours of continuous operation.
- a) Every unit manufactured and supplied as being of approved type shall be identical in construction and design to those tested at M/S CSIR - Central Institute of Mining & Fuel Research, Dhanbad as referred above. No change in the design, construction including the materials etc. shall be made unless an approval for the same is obtained from this Directorate in writing.
b) In order to ensure this, strict control shall be exercised on the quality of the inspections shall be carried out and such records shall be mentioned.
- Every Cap lamp manufactured by you and supplied to the mines under this approval shall carry the mark of DGMS approval no. SA-02/2018.
- Batch testing of the cap lamps shall be done in accordance with DGMS (Approval)Circular No. 19 dated 28.09.2015 or any updated/modified guidelines from time to time.
- An officer of this directorate may at any time draw samples either from the factory or from the users and get the same tested in any approved laboratory/test house. If the test reports are not satisfactory, this approval shall be deemed to be suspended.
- a) With every consignment of cap lamp written instruction manual detailing the methods of operation, care, maintenance and limitations of use shall be sent to the purchasers/users.
b) The user shall be supplied with an extract of the conditions and special conditions, if any, recommended in the test report with regard to the safe installation, operation and maintenance of the equipment.
c) The users and in particular, the lamp room staff and officials concerned shall be given sufficient instructions and training for safe use and proper maintenance of the cap lamp.
- a) Proper arrangement for after sale technical services as well as for supply of spare parts/components, manufactured by you to same specifications as those of original parts/components shall be made.
b) Any complaint from the consumer about the quality of the product shall be attended to expeditiously and brought to the notice of this Directorate.
- A statement of the supplies made to mines along with their addresses at the time of renewal of approval, if intended, shall be submitted.
- Please note that the above approval is also subject to the following additional conditions: -
a) If at any time any one of the conditions, subject to which this approval has been granted, is violated or not complied with, the approval shall be deemed to have been revoked with immediate effect.
b) The approval may be amended or withdrawn at any time, if considered necessary in the interest of safety.
c) This approval is being given without prejudice to any other provision of statute that may be or become applicable at any time.
d) This approval shall remain valid up to 18.09.2028 as per the letter no. MSE-29022/61649/2023/MSE(HQ) dated 13/10/2023 and/or till the date the manufacturer has a valid BIS certification.
