Subject:   Approval (Approval No. SA/4-71) under Regulation 208 (3) and 200 of the Coal Mines Regulations, 2017, of Rhino-25 Shot Exploder for use in gassy coal mines/seams of first- & second-degree gassiness manufactured by M/s. Electronic Equipment Manufacturing Co., Kolkata – Renewal thereof.

Please refer to your online application vide ref id no. 62278 dated 19.03.2025 and offline letter No. EEMC: SS: DGMS:24-25 dated 04.03.2025, and subsequent documents including performance report submitted by you online in connection with the above subject.

In view of the satisfactory performance reports from mines and in exercise of the power conferred on the Chief Inspector of Mines also designated as Director General of Mines Safety under Regulation 208(3) & 200 of the Coal Mines Regulations 2017, I, hereby grant renewal of Rhino-25 shots Exploder approval (Approval No. SA/4-71) granted by this Directorate vide letter No. 14(6)/70-Genl/846 dated 12.03.2003 for use in gassy coal mines/seams of first & second-degree gassiness mines, manufactured by M/s Electronic Equipment Manufacturing Co., Kolkata.

The renewal of the Approval is subjected to the following conditions:

1. All the conditions of the approval granted vide this Directorate letters No. 14(6)/70-Genl/846 dated 12.03.2003 shall remain unchanged except the validity.
2. The renewal shall be valid for the period of 02 years i.e. up to 11.03.2027 or till phase out of the electric detonator as per the guidelines and the timeframe governed by the Gazette notification no. S.O. 1563(E) of DPIIT, Ministry of Commerce regarding phasing out of the electric detonator, whichever is earlier.
3. The approval shall remain valid till the manufacturer has a valid BIS certification.
4. The product shall be tested at any Govt./Govt. Approved laboratory whenever standard of testing regime changes and the approval is revalidated from this Directorate under new/revised testing standard (s).
