Subject: Approval of chemical oxygen type (KO2) based Self-Contained Self-Rescuer (SCSR) model: Jeevan Rakshak with indicator and starter of 30 minutes duration under Rule 11(5) of the Mines Rescue Rules,1985 and Regulation 208(3) of the Coal Mines Regulation, 2017, manufactured by M/s Mines Safety Equipment.

Please refer to your online application vide ID No.: 62465, dated 25.07.2025 on the above subject.

The matter has been considered in the light of information submitted by you and in view of the satisfactory test reports of the samples of the said apparatus carried out at CSIR - Central Institute of Mining and Fuel Research (CIMFR) and subsequent Practical Performance Tests carried out at Mines Rescue Stations, M/s Western Coalfields Limited, Nagpur & Mines Rescue Station, M/s Bharat coking coal Limited on the basis of field trial approval granted by this Directorate vide letter no.MSE-29022/62161/2024/MSE(HQ), dated 17.03.2025.

In exercise of the power conferred on the Chief Inspector of Mines also designated as Director General of Mines Safety, I, hereby grant the approval of chemical oxygen type (KO2) based Self-Contained Self-Rescuer (SCSR) model: Jeevan Rakshak with indicator and starter of 30 minutes duration under Rule 11(5) of the Mines Rescue Rules,1985 and Regulation 208(3) of the Coal Mines Regulation, 2017, manufactured by M/s Mines Safety Equipment for use in underground mines.

The Approval is subjected to the following conditions:

  1. Every unit shall be identical in construction and shall conform to the performance to the samples which were subjected for test at CSIR-CIMFR, Dhanbad vide Certificate No.– MFVMH/A3/22-23/309; dated 29.11.2022.
  2. No alternation in design, construction or function of the apparatus shall be made except with the prior approval in writing from this Directorate.
  3. DGMS Approval No.  SA- 06/2025 has been accorded to above reference product. The approval number shall be marked clearly, legibly and indelibly on every apparatus supplied to mines.
  4. All conditions stipulated in DGMS Circular (Tech) No. O8 dated 28.09.2015 for manufacturer/suppliers of self-rescuers shall be strictly followed or any modification or updation from time to time.
  5. The batch of supply for which all the test results of the samples (100%) are found satisfactory shall only be put into service. In case of unsatisfactory test result even of a single sample, either at the laboratory or in the practical performances test, the entire batch of supply shall not be accepted for use.
  6. Batch testing of SCSR as per IS:15803-2008 shall be carried out before use, and certified reports along with practical performance test records shall be submitted to the Directorate at the time of renewal or whenever the standard is revised.
  7. The part of the outer container which remain with the user on his waist belt shall be marked in clear, self-explanatory and indelible way with the following information:
    1. Name and trade mark of the manufacturing company,
    2. Type & model name,
    3. Month & year of manufacturing in "mm/yyyy" format along with shelf life and service life,
    4. Batch No. and identification or serial no. of the apparatus.
    5. "Rated/nominal duration of the self-rescuer i.e. thirty (30) minutes and
    6. Mass of the unit at the time of manufacturing.
  8. The manufacturer and their authorised representative shall visit all the mines where the apparatus has been supplied and shall ensure:
    1. Adequate arrangements for after sales services and maintenance of the apparatus,
    2. Adequate facilities for training on use & care of the apparatus and
    3. Prompt supply of spares.
  9. Any complaints from the consumer shall be expeditiously attended to, and brought to the notice of this Directorate immediately.
  10. Every consignment of "Self-Rescuer" shall be supplied with the following:
    1. A certificate, from the manufacturer, to the effect that the units being supplied are identical in construction and shall conform to the performance to the samples which were subjected for test at CSIR-CIMFR, Dhanbad.
    2. A certificate, from the manufacturer, to the effect that the units being supplied have been tested and found suitable for use.
    3. A copy of this approval letter.
    4. Every apparatus shall be provided with a bi-lingual (in English & Hindi or the language spoken by majority of the users in that company), booklet on its use and maintenance with complete information on following points:
      1. Applications and limitation(s),
      2. Maximum surface temperature during use,
      3. Checks prior to use,
      4. Donning & fitting,
      5. Use, care & maintenance,
      6. Inspection intervals and
      7. Guideline for storage.
  11. One complete sample of this product and also a dummy sample or a cross-sectioned sample along with complete brochures, leaflets and other posters shall be submitted to this Directorate within one month of the issue of this letter.
  12. An officer of DGMS or the user, through its representative, may at any time, draw samples either from the factory or from the mine and get them tested at any approved Test House at the cost of manufacturer, in case the test reports are not satisfactory, this approval shall be deemed to have been revoked with immediate effect.
  13. Please note that the above approval is also subject to the following additional conditions:
    1. If at any time any of the conditions subject to which this approval has been granted is violated or not complied with, it shall be deemed to have been revoked with immediate effect.
    2. The approval may be amended or withdrawn, at any time if considered necessary to the interest of safety.
    3. The approval is being accorded without prejudice to any other provision of any statute which may be or may become applicable at any time.
    4. Further renewal of the approval may be sought through online application at least 90 days prior to the expiry of the validity.
    5. The renewal of the approval is subjected to satisfactory performance report from the user mines.              
  14. This approval is valid for the period of 05 years from the date of issue of this letter.
