Subject: Approval under Regulation 208(3) of the Coal Mines Regulation, 2017 and 2(2) of the Metalliferous Mines Regulation, 1961 of ‘Velox’ GL – 7 Gas Testing Flame Safety Lamp for all degree of gassy mines manufactured by M/s J.K. Dey & Sons, Kolkata – Renewal thereof.

Please refer to your online application ID No. 62425, dated 25.06.2025 on the above subject.

In view of the satisfactory performance reports from user mines, I, in exercise of the powers conferred on Chief Inspector of Mines, also designated as Director General of Mines Safety under Regulation 208(3) of the Coal Mines Regulations, 2017 and 2(2) of the Metalliferous Mines Regulation, 1961 hereby renew the approval of ‘Velox’ GL – 7 Gas Testing Flame Safety Lamp for all degree of gassy mines manufactured by M/s J.K. Dey & Sons, Kolkata.

 The Approval is subjected to following conditions:

1. All the conditions of the approval granted vide this Directorate letter No. 10311G dated 07.04.1970 read with letter No. 16(67)76-Genl/3664, dated 15.09.1999 and modified letter No. S-66021/52/2006-Genl/1113 dated 17.03.2009 shall remain unchanged except the validity of the approval.
2. The Lamp shall be fixed with the approval plate “DGMS approval No. SA – 7/70 – all gassy seams/mines.
3. An effective scheme of quality control, inspection and testing of different components during manufacturing and assembling shall be enforced.
4. (a). One sample in every batch of sixty pieces shall be subjected to complete range of tests at CIMFR, Dhanbad or any other approved test house. A copy of the test report shall be furnished to the users along with the concerned batch of flame safety lamp supplied.                                                                                                                                                                                                                                                                                                                                                             (b) Every safety lamp shall be tested at your works according to IS: 7577 -2020 or any revised standards and proper records shall be maintained. A certificate to this effect shall be furnished with every consignment to the users.
5. The approval shall remain valid till the manufacturer has a valid BIS certification.
6. The product shall be tested at any Govt./Govt. Approved laboratory whenever standard of testing regime changes and the approval is revalidated from this Directorate under new/revised testing standard (s).
7. An officer of this Directorate may also, at any time cause samples of detector to be re-tested in any approved laboratory/ test house prescribed in Para 6.8 of the Approval Policy, 2015 at the manufacturer’s cost.
8. All circulars/general approvals issued by DGMS from time to time, relevant to the equipment shall also be complied with.
9. A statement of the supplies made to mines along with their addresses at the time of renewal of approval for obtaining performance report in appropriate format shall be submitted.
10. Please note that the above approval is also subject to the following additional conditions:

(a) If at any time, any of the conditions subject to which this approval has been granted is not complied with, the approval shall be deemed to have been revoked with immediate effect.

(b) This approval maybe amended or withdrawn, at any time if considered necessary in the interest of safety.

(c) This is being issued without prejudice to any other provision of law that may be or become applicable at any time.

11. Further renewal of the approval can be sought through online application at least 90 days prior to the expiry of the validity.
12. The approval shall be valid for the period of 02 years i.e. up to 14.09.2027.
