Please refer to your online application ID No. 61818, dated 01.02.2024 on the above subject along with the field trial performance and other documents.
In view of the satisfactory test reports from Council of Scientific & Industrial Research (CSIR)-Central Institute of Mining and Fuel Research (CIMFR) vide Test Report No. IN/CIMFR/TR21/R/H96 dated 17th June 2021 and satisfactory field trial performance report from the Gare Palme IV/8 Coal Mine of M/s Ambuja Cements Limited, I, in exercise of powers conferred upon me under Regulation 208 (3) of the Coal Mines Regulations, 2017, hereby grant approval for Intrinsically Safe Rechargeable Cap Lamp with Inbuilt RF drive Circuit designated by type: IS–RH-LED-11 for use in belowground Coal Mines, subject to the compliance with the following conditions:
1. a) Every unit shall be identical in construction and design to those tested at M/s CIMFR, Dhanbad as referred above. No change in the design or construction including materials etc. shall be made unless an approval for the same is obtained from this Directorate in writing.
(b) In order to ensure this, strict control shall be exercised on the quality of the materials used and the manufacturing process. Periodic tests and inspections shall be carried out and records shall be maintained.
2. Every Cap lamp manufactured and supplied to the mines shall carry the mark of DGMS approval No. SA-01/2024.
3. Duly qualified service engineers shall be appointed at different collieries where the cap lamp will be used.
4. Batch testing of the cap lamps shall be done in accordance with DGMS (Approval) Circular No. 19 dated 28.09.2015.
5. An officer of the DGMS may at any time draw samples either from the factory or from the users and get the same tested at the cost of the manufacturer. If the test reports are not satisfactory, this approval shall be deemed to be suspended.
6. This approval shall remain valid for a period of five years from the date of issue of this letter or the date upto the validity of the Licence which ever is earlier..
7. a) With every consignment of cap lamp, written instruction manual detailing the methods of operation, care, maintenance and limitations of use shall be sent to the purchasers/users.
b) The users and in particular, the lamp room staff and officials concerned shall be given sufficient instructions and training for safe use and proper maintenance of the cap lamp.
c) The battery of Cap lamp must always be charged in the safe area only.
d) The battery and lamp shall not be opened in the hazardous area.
8. a) Proper arrangement for after-sale technical services as well as proper arrangement for supply of spare parts/components of same specifications as those of original parts/components shall be made.
b) Any complaint from the consumer about the quality of the product shall be attended-to expeditiously and brought to the notice of this Directorate.
9. A statement of the supplies made to mines along with their addresses at the time of renewal of approval, if intended, for obtaining performance report in appropriate format shall be submitted.
10. Please note that the above approval is also subject to the following additional conditions:-
a) If at any time, any one of the conditions subject to which this approval has been granted is violated or not complied with, the approval shall be deemed to have been revoked with immediate effect.
b) The approval may be amended or withdrawn at any time, if considered necessary in the interest of safety.
c) This approval is being given without prejudice to any other provision of statue that may be or become applicable at any time.
