Please refer to your online application ID-51115 dated 04.2.2022, offline documents submitted vide letter No. DSIPL/MG/DGMS/2021/PASLITE/05 dated 09.02.2022, & No. DSIPL/MG/DGMS/2021/PASLITE/07 dated 29.03.2022, letter received from GM(S&R) M/s BCCL vide ref. No. BCCL/GM(S&R)/2021/74 dated 27.01.2022 and this Directorate’s letter No. MSE-29022/51115/2022/MSE(HQ) dated 25.3.2021 on the above subject.
Based on the test certificate of the above mentioned Self-Contained Open Circuit Breathing Apparatus, issued from CSIR-Central Institute of Mining and Fuel Research (CIMFR), Barwa road, Dhanbad-82601, Jharkhand, vide Certificate No.–MHS/A5/20-21/176 dated 01.03.2021 and the satisfactory reports of Practical Performance tests conducted at the Mine Rescue Station, Dhansar, M/s Bharat Coking Coal vide Ref. No. BCCL/GM(S&R)/2021/74 dated 27.01.2022, I, in exercise of powers conferred on me under Rule 11 (5) of the Mines Rescue Rules, 1985, hereby approve Self Contained Open Circuit Breathing Apparatus, ’’ Draeger PAS Lite’’ for use in Mines, manufactured by M/s Drager Safety AG & CO.KAA, Revalstrasse 1, Schleswig-Holstein, Lubeck–Germany 23560 subject to strict compliance of the following conditions:
1.0 Every apparatus shall strictly conform in every respect to the apparatus which has been tested at CIMFR, Dhanbad and tried at Mines Rescue Stations, Dhansar.
2.0 No alternation in design, construction or function of the apparatus, supplied in India, shall be made except with the prior approval in writing of the Director General of Mines Safety, Dhanbad, India.
3.0 Full Face Mask or Mouth Piece of the apparatus shall conform the IS 14166:1994 or IS 14170:1994 respectively or equvalent internationally accepted standard(s).
4.0 You shall carry out in your workshop such tests & inspections and shall maintain such records as may be necessary to ensure the quality of the product.
5.0 Every apparatus shall be supplied with:-
5.1 a certificate to the effect that the unit being supplied has been tested and found suitable for use.
5.2 written instructions regarding proper use, care, operation and maintenance of the apparatus;
5.3 a certificate issued by the Chief Controller of the Explosives under Gas Cylinder Rules, 2016 in respect of the compressed air cylinder and the valves along with each consignment to the user.
5.4 a copy of this approval letter.
6.0 Approval mark of DGMS, a copy of which is depicted below shall be stamped / etched in conspicuous place on the apparatus. Your approval No. is SA-01/2022.

7.0 The apparatus shall be marked by punching or engraving with the following information:
7.1 month & Year of manufacturer;
7.2 identification number;
7.3 such other details as may be necessary.
8.0 An officer of D.G.M.S. or the Testing Laboratory may at any time draw samples either from the factory or from the user and get them tested at the cost of manufacturer. If the test reports are found to be not satisfactory, this approval shall be deemed to have been revoked with immediate effect.
9.0 Annual return showing the number of orders received and number supplied giving full name and address of the user shall be submitted to this Directorate.
10.0 Any complaint from the consumer(s) about quality of the apparatus shall be expeditiously attended to and brought to the notice of this Directorate immediately. For this purpose an efficient after sales technical services shall be developed to help the consumer in proper maintenance and care of the apparatus and procurement of spares.
11.0 This approval is subject to following additional conditions:
11.1 This approval is being granted without prejudice to any other provision of any statute, which may be or may become applicable at any time.
11.2 The approval may be amended or withdrawn, at any time, if considered necessary in the interest of safety.
11.3 If at any time, any of the conditions subject to which this approval has been granted is violated or not complied with, the approval shall be deemed to have been revoked with immediate effect.
12.0 This approval shall remain valid for a period of two (02) years from the date of issue of this letter.
