Subject:  Approval under Regulation 208 (3) of the Coal Mines Regulations, 2017, of EMULCOAL-100 (composition EP1-05), a P-1 category explosive manufactured by M/s. IDL Explosives Limited for use in underground coal mines of first-degree gassiness- Renewal thereof.

   Please refer to online application ID No. 62505, dated 21.08.2025 and your letter No. IDL/RKL/Safety & LC/2025/No. 55, dated 19.08.2025 on the above subject.

       In view of satisfactory performance reports from mines, I, in exercise of powers conferred on me under Regulation 208 (3) of the Coal Mines Regulations, 2017, hereby renew the approval of EMULCOAL-100 (composition EP1-05), a P-1 category               explosive manufactured by M/s. IDL Explosives Limited for use in underground coal mines of first-degree gassiness manufactured by M/s. IDL Explosives Limited, Hyderabad.

   The Approval is subjected to following conditions:

1. All the conditions of the approval granted vide this Directorate vide letter No. S 66021/32/2014-Genl/ P-90, dated 31.08.2015 shall remain applicable along with other conditions mentioned in this approval.
2. All precaution in accordance with the relevant provisions of the Coal Mines Regulations, 2017 applicable for transport, storage, handling, charging, use and firing of the explosive in underground coal mines shall be strictly followed.
3. Any accident, injuries including loss of lives or properties caused due to defects of malfunctioning of this product shall be adequately indemnified by the manufacturer in agreement with the users.
4. The renewal shall be valid for the period of 05 years i.e. up to 30.08.2030.
