Please refer to your online application vide ID No. 41059 dated 07.12.2021 on the above subject matter. The matter has since been examined on the basis of information/documents furnished viz the satisfactory tests reports from  DEKRA EXAM GmbH, Germany (IECEx Certificate of Conformity) vide Test certificate No. IECExBVS10.0038X dated 16.12.2015, IECEx Test report  Ref. No-DE/BVS/ExTR10.0055/05 dated 10.12.2015 and IECEx Quality Assessment report Ref. No-DE/BVS/QAR06.0001/11 dated 21.10.2015 of the Portable Gas detectors Alarm Amplifier Model-X-Zone 5500 (AAC00xx), Manufactured by M/s Drager AG & CO. KGAA, Germany and this Directorate’s letter No. MSE- 29022/41059/2021/MSE(HQ) dated 20.12.2021 and No. MSE- 29022/41059/2021/MSE(HQ) dated 09.02.2022, subsequently your reply vide letter No. DSIPL/MG/DGMS/2022/X-Zone/09 dated 08.2.2022 and letter No. DSIPL/MG/DGMS/2022/X-Zone/11 dated 22.2.2022 on above subject.  

       On  satisfactory field trial performance reports received from  Narwapahar Mine of M/s UICL and Jamadoba Mine of M/s Tata Steel of the Portable Gas Detector Alarm Amplifier Model-X-Zone 5500 (AAC00xx) I, in exercise of the powers conferred on Chief Inspector of Mines, also designated as Director General of Mines Safety under Sub-Regulation 3 of Regulation 208 of the Coal Mines Regulations, 2017 and Regulation 122,126(3)(b) & 141 of the Metalliferous Mines Regulations, 1961 hereby approve Portable Gas Detector Alarm Amplifier Model-X-Zone 5500 (AAC00xx) of M/s Drager Safety AG & Co. KGaA, Revalstrasse, Schleswig-Holstein,  Lubeck, D- 23560 Germany  for detection of gases LEL, H2S, O2 and CO for use in Gas Group–I & Gas Group–II in Coal & Metal Mines for a period of two years subject to strict compliance of the following conditions:-

1.0  The Portable Gas Detector Alarm Amplifier Model-X-Zone 5500 (AAC00xx) use  for  detection of gases LEL, H2S, O2 and CO in Gas Group–I & Gas Group–II in Coal & Metal Mines shall be identical in construction to those tested at DEKRA EXAM GmbH, Germany (IECEx Certificate of Conformity) vide Test certificate No. IECExBVS10.0038X dated 16.12.2015, IECEx Test report  Ref. No-DE/BVS/ExTR10.0055/05 dated 10.12.2015 and IECEx Quality Assessment report Ref. No-DE/BVS/QAR06.0001/11 dated 21.10.2015

2.0  DGMS approval number shall be marked on every Portable Gas Detector Alarm Amplifier Model-X-Zone 5500 (AAC00xx).

 3.0  No change in the design or construction including the material etc. shall be made unless an approval from the same is obtained from this Directorate in writing.

 4.0    Any replacement of part required for maintenance of the equipment which is directly or indirectly connected to the FLP/IS features thereof shall be supplied by  the manufacture as and when required. A sample of the above Gas detector shall be submitted to this Directorate.

 5.0 An officer of this Directorate may also, at any time draw sample(s) from the supplier or from the user and get it tested at the cost of manufacture. If the test  report is not satisfactory this approval shall be deemed to have been withdrawal.

6.0 The product shall be tested at any Govt./Govt. approved laboratory whenever standard of the testing regime change and the approval is revalidated from the Directorate under new/revised testing standard(s).

7.0 The minimum life of the Gas detector shall be atleast three years. The sensors shall be operate satisfactory at a temperature up-to 50 degree centigrade and relative humidity of up to 100%.

8.0 The intensity of the audio level of the audio visual alarm provided with the amplifier shall be atleast 85dB(A). The visual alarm of the amplifier shall consist of a cluster of LEDs or other suitable arrangement as may be distinctly visible from at least two directions.

9.0  The maximum interval of calibration of the methane gas detector sensor shall be accordance of DGMS Cir. Tech. 9/2002. The responsibility of calibration shall alternate between the manufacture and the management of the user mine.

10.0  The Portable Gas Detector Alarm Amplifier Model-X-Zone 5500 (AAC00xx) shall be critically examined and subjected to through overhaul by the manufacture atleast once in six months.

11.0 Every customer shall be provided at the time of delivery of each of the equipments referred to above with an instruction manual on the maintenance, handling, installation and operation of the equipment.

12.0 To ensure proper quality of the product supplied to the user, routine quality control tests shall be carried out and record thereof kept maintained. A certificate to this effect shall also be furnished with each consignment. Moreover, the acceptability test as may be considered necessary shall also be carried out at the laboratory or test house agreed to between the users and the suppliers.

13.0 Any complaint from the consumer about the quality of the gas detector shall be promptly attended to and also be brought to the notice of this Directorate immediately 

 14.0 A quartly statement of the number of instruments supplied giving the names and full addressed of the mines where supplies have been made shall be submitted to this Directorate for obtaining performance reports.

15.0  The manufacture and their Indian counterpart M/s Draeger Safety India Private Limited, registered office at 9th and 10th , commerz II, international business Park, Goregaon(East), Mumbai-400063 shall jointly ensure provision of the following amenities, under intimation to this office to cover all the mines where the instrument has been supplied.

  1. Adequate arrangement for after sales, service and maintenance of the instruments.
  2. Adequate facilities for training on use and care of the instruments and
  3. Prompt supply of the spares.

16.0 Please note that the above approval is also subject to the following additional conditions.

  1. If any time any of the conditions subject to which this approval has been granted is violated or not complied with this approval shall deemed to have been revoked with immediate effect.
  1. This approval is being accorded without prejudice to any other provisions of any statue which may becomes applicable at any time.

       c. This approval may be amended or withdrawn at any time if considered necessary in interest of safety.
