Subject: Permissible variation for DGMS approval no.SA-05/2011 for Intrinsically safe rechargeable type Miner’s Safety LED Cap Lamp with external Li-ion Battery, Type No. IS-RH-LED-02 manufactured by M/s. Flameproof Equipments Pvt. Ltd., Mumbai. – Permissible Variation thereof

Dear Sir,

Please refer to your online application ID no. 62600; dated: 25/10/2025 and test report enclosed therewith on the above-mentioned subject.

The matter has since been examined on the basis of Test & Assessment report No. IN/CIMFR/TR25/ S/H139 Dated: 05/08/2025 & Drg. No. FEPL/CAPLAMP/02 Rev-8, Dated. 21/06/2025 (for battery enclosure), Test & Assessment report no. IN/CIMFR/TR25/R/H101 Dated. 01/07/2025, Type Examination Certificate No. CMF 25 INEx 0139 Issue No 0 Dtd.01/07/2025 & Drg. No. FEPL/CAPLAMP/02 Rev-7, Dtd. 21/02/2025 against Revalidation as per IS IEC 60079-11/2023 issued by M/s. CSIR-CIMFR, Dhanbad. In exercise of the powers conferred on me under Regulation 208(3) of the Coal Mines Regulations, 2017, I, hereby grant the permissible variation approval for Intrinsically safe rechargeable type Miner’s Safety LED Cap Lamp with external Li-ion Battery Type No. IS-RH-LED-02, manufactured by M/s. Flameproof Equipments Pvt. Ltd, Mumbai for use in underground coal mines and Metalliferous Mines subject to the following conditions.

1. All the conditions of the approval granted vide this Directorate letter No. S-66021/15/2007-Genl/1854; dated 12.07.2011 shall remain unchanged except the validity of the approval.
2. The Permissible variation approval is allowed without affecting Intrinsically safe features of the subject equipment subject to fulfillment of the conditions stipulated in the Directorate letter No. S-66021/15/2007-Genl/1854; dated 12.07.2011.
3. “The maximum rating of Li-ion battery pack, housed in the battery enclosure of size 101mm x 76mm x 35mm with cover having 4nos of screw / bolts will be up to 7.8 Ah ,3.7 Volts without any change in the Voltage, battery protection circuit, intrinsically safe circuit having max current 330 mA without any change in the design and Intrinsically safe features tested & certified earlier”.
4. This approval shall remain valid up to 11.07.2026 as per the letter no. MSE-29022/30737/2021/MSE(HQ); dated 30/04/2021 and/or till the date the manufacturer has a valid BIS certification.
