Sub: Approval of Emul Coal-300( Composition EP 3-03), a P-3 type type permitted explosive for use in underground coal mines/ seams of 2nd Degree gassiness manufactured by M/s IDL explosives Limited - Renewal thereof.

Please refer to your online application vide id No.61562 dated 11.05.2023 along with the offline letter No. IDL/RKL/Safety & LC/ No. 237 dated 1st March 2023, enclosing therewith the satisfactory performance reports from the coal mines/seams of Degree II gassiness and reports of the tests conducted on the explosives in your factory lateron.
I, in view of the satisfactory performance reports and in exercise of powers conferred on me under Regulation 208(3) of the Coal Mines Regulations 2017, do hereby renew the approval granted to the Emul Coal-300(Composition EP 3-03), a P-3 type permitted explosive for use in underground coal mines/seams of 2nd Degree gassiness manufactured by M/s IDL Explosives Ltd., for a further period of five years from 26.09.2022 to 26.09.2027 subject to the following modification in the conditions of approval granted vide this Directorate's letter No. S-66021/11/2015-Genl/P-44 dated 26.09.2017:
(i) Condition No. 8 shall be read as " All precautions stipulated in the Coal Mines Regulations, 2017 with respect to the transport, sotage, handling, charging, use and firing of permitted explosives in below ground workings of coal mines shall be strictly complied with.
(ii) Rest of the conditions of approval granted vide this Directorate's letter No. S-66021/11/2015-Genl/P-44 dated 26.09.2017 shall remain unchanged and shall be strictly complied with.
