Subject: Approval under Regulation 200 & 208(3) of the Coal Mines Regulations, 2017 for Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonator manufactured by M/s. AMA Commercial (India) Pvt. Ltd, Maharashtra for use in only Opencast Mines in India.

In view of the satisfactory field trail performance reports from user mines and tests reports from CSIR-CIMFR, Dhanbad vide Project Report No. SSP/845/2024-25, May 2024, I, in exercise of the powers conferred on Chief Inspector of Mines, also designated as Director General of Mines Safety under Regulation 200 & 208(3) of the Coal Mines Regulations, 2017, hereby approve, "Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonator" manufactured by M/s AMA Commercial (India) Pvt. Ltd, Maharashtra for the use in Opencast Coal Mines in India, subject to strict compliance of the following conditions: -

  1. The Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonators (shock tube initiator) shall be identical in construction and shall conform to the specifications, builds, design and subjected to performance & safety tests at the CSIR-CIMFR, Dhanbad vide Project Report No. SSP/845/2024-25, May 2024 manufactured by M/s AMA Commercial (India) Pvt. Ltd, Maharashtra.  No changes in design, construction, or materials shall be made without obtaining prior approval from this Directorate.
  2. The Non-Explosive High Voltage Initiator (Sure Blast) shall carry:
    1. DGMS approval mark No.SA-04/2025 and shall be clearly marked as follows: “FOR USE IN OPENCAST  MINES ".
    2. The name, Make, Model or Trade mark of the applicant.
    3. Any essential instruction for use.
  3. Since the product is new,this approval shall remain valid for a period of 02(two years) from the date of issue of this letter and will be renewed after submission of successful performance report. 
  4. Manufacturer shall prepare SOP for the safe use of the apparatus in consultation with the user mine.
  5. An officer of this Directorate, may at any time cause/collect samples of exploder Non-Explosive High Voltage Initiator (Sure Blast) to be retested in any approved laboratory/test house at the manufacturer’s cost.
  6. a.Proper arrangement for after sale technical services and for training to the maintenance personnel in mines shall be made. Any complaint from the consumer about the quality of the product shall be promptly attended to and also brought to the notice of this Directorate.

b.Every assistance shall be rendered to the users in proper use and maintenance as well as in the procurement of spares or proper maintenance of the product.

c.Proper facilities for servicing and repair and testing of the repaired exploder (Non-Explosive High Voltage Initiator (Sure Blast) shall be provided by the manufacturers.

  1. The users shall be trained to use this type of exploder i.e Non-Explosive High Voltage Initiator (Sure Blast) and regular maintenance of the exploder shall be carried out by the Service Engineer trained and appointed by the manufacturer. It shall be ensured that:
    1. the Inbuilt battery must always be charged/replaced in the safe area only.
    2. The battery or Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonators should not be opened in the hazardous area.
    3. With the Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonators, written instruction manual detailing the methods of operation, care, maintenance and limitations of use shall be supplied to the users.
    4. The user shall be supplied with the extract of the conditions and special conditions, if any, recommended in the test report with regard to the safety installation, operation and maintenance of the equipment.
  2. The Non-Explosive High Voltage Initiator (Sure Blast) for non-electric detonator shall be kept in a suitable box with lock & key while use in mines and the authorised Shotfirer shall retain the key in his possession throughout his shift.
  3. A quarterly statement of the orders received and number of pieces supplied shall be submitted to this Directorate giving full address of individual mine for obtaining performance reports.
  4. Please note that the above approval is also subject to the following additional conditions:
    1. If at any time, any of the conditions subject to which this approval has been granted is not complied with, the approval shall be deemed to have been revoked with immediate effect.
    2. This approval may be amended or withdrawn at any time if considered necessary in the interest of safety.
    3. This is being issued without prejudice to any other provision of law that may be or become applicable at any time.
