Please refer your online application ID No.- No. 61548 dated 25.04.2023, enclosing therewith the performance reports from on the above subject.
In view of the satisfactory field trial performance reports received from Jhanjra Project Colliery of M/s Eastern Coalfields Limited and Balaghat Mine of M/s Manganese Ore India Limited and satisfactory tests reports from DEKRA Certification B.V., Netherlands; I, in exercise of the powers conferred on Chief Inspector of Mines (also designated as Director General of Mines Safety) under Regulation 208(3) of the Coal Mines Regulations, 2017 and Regulation 122, 126(3)(b) & 141 of the Metalliferous Mines Regulations, 1961 hereby approve the use of one to four sensors gas detector Model: GX-3R, manufactured by M/s Riken Keiki Co. Ltd., Japan for detection of Methane, Carbon Monoxide, Oxygen and Hydrogen Sulphide gases, in Coal & Metalliferious Mines for a period of two years subject to strict compliance of the following conditions:-
1. Portable one to four sensors gas detector Model: GX-3R for detection of gases Methane (Combustible Gases), Carbon Monoxide, Oxygen and Hydrogen Sulphide shall be identical in construction to the design and specification to those tested at DEKRA Certification B.V., Netherlands and subject to satisfactory field trial as mentioned above as referred above. No change in the design or construction including materials etc. shall be made unless an approval for the same is obtained from this Directorate in writing.
2. DGMS approval number SA-01/2023 shall be marked on every detector of model GX-3R.
3. Any replacement of part required for maintenance of the equipment which is directly or indirectly connected to the FLP/IS features thereof shall be supplied by the manufacture as and when required.
4. An officer of this Directorate may, at any time draw sample(s) from the supplier or from the user and get it tested at the cost of manufacture. If the test report is not satisfactory this approval shall be deemed to have been withdrawn.
5. The product shall be tested at any Govt. approved laboratory whenever standard of the testing regime change and the approval is revalidated from the Directorate under new/revised testing standard(s).
6. The Gas Detector Model: GX-3R for detection of gases Methane (Combustible Gases), Carbon Monoxide, Oxygen and Hydrogen Sulphide gases, shall be critically examined and subjected to thorough overhaul by the manufacturer atleast once in six months.
7. Every customer shall be provided, at the time of delivery, of each of the equipments referred to above with an instruction manual on the maintenance, handling, installation and operation of the equipment.
8. To ensure proper quality of the product supplied to the user, routine quality control tests shall be carried out and record thereof kept maintained. A certificate to this effect shall also be furnished with each consignment. However, the test for acceptability of the equipment as may be considered necessary shall also be carried out at the above referred laboratory or test house agreed to between the users and the suppliers.
9. Any complaint from the consumer about the quality of the gas detector shall be promptly attended to and also be brought to the notice of this Directorate immediately.
10. The manufacturer and their Indian counterpart, i.e M/s Tritech, 121, Veena Industrial Estate, Vikhroli(W), Mumbei-400083, shall jointly ensure provision of the following amenities to cover all the mines where the instrument has been supplied.
i. Adequate arrangement for after sales, service and maintenance of the instruments.
ii. Adequate facilities for training on use and care of the instruments and
iii. Prompt supply of the spares.
11. Please note that the above approval is also subject to the following additional conditions:
a) If at any time, any of the conditions subject to which this approval has been granted is not complied with, the approval shall be deemed to have been revoked with immediate effect.
b) This approval maybe amended or withdrawn, at any time if considered necessary in the interest of safety.
c) This is being issued without prejudice to any other provision of law that may be or become applicable at any time.
