Subject: Approval under Regulation 208 (3) of the Coal Mines Regulations, 2017, of Pentadyne (PE-5I), a P-5 type explosive composition in poly packed form for use in gassy coal mines/seams of third degree manufactured by M/s. IDL Explosives Limited, Hyderabad – Renewal thereof.

Please refer to online application ID No. 62628, dated 21.11.2025 and your letter No. IDL/RKL/Safety & LC/2025/No. 97, dated 18.11.2025 on the above subject.

In view of satisfactory performance reports from user mines, I, in exercise of powers conferred on me under Regulation 208 (3) of the Coal Mines Regulations, 2017, hereby grant the approval of Pentadyne (PE-5I), a P-5 type explosive for use in gassy coal mines/seams of third-degree gassiness manufactured by M/s. IDL Explosives Limited, Hyderabad.

The Approval is subjected to following conditions:

1. All the conditions of the approval granted vide this Directorate vide letter No. S 66021/189/2006-Genl/ 3958, dated 30.12.2011 shall remain applicable along with other conditions mentioned in this approval.
2. All precaution in accordance with the relevant provisions of the Coal Mines Regulations, 2017 applicable for transport, storage, handling, charging, use and firing of the explosive in underground coal mines shall be strictly followed.
3. Any accident, injuries including loss of lives or properties caused due to defects of malfunctioning of this product shall be adequately indemnified by the manufacturer in agreement with the users.
4. The approval shall be valid for the period of 05 years i.e. up to 29.12.2030.
